Tender for supply of procurement of self-propelled ultrasonic rail testing car spurt car and its operations and maintenance for ultrasonic flaw detection tests of railway tracks. supply, installation, testing and commissioning of comprehensive vehicular ultrasonic testing ut system installed and integrated on a self-propelled 8 eight-wheeler vehicle with two 4 wheeled bogies describ ed herein as spurt car. including all accessories, hardware and software as per requirement of tender. inclu ding 12 twelve numbers of single rail testers srt per spurt car. all srts must be of b-scan 9 channel/prob es per rail fitted with rsu/ssu probes with geo-tagging and time stamping features as described in attached tec hnical specification. the vehicle is necessarily required to be manufactured in india duly complying with laid dow n tender specifications including technical specification-iv of the tender, however specialized ut parts, specialize d software, hardware etc. required for fitment on the vehicle may be imported. upgradation of ut system and its software has also to be carried out by the supplier from time to time during the o&m period of seven years. war ranty period: 24 months after the date of delivery the fixed services per month. this covers the fixed costs of operations and maintenance for the op eration & maintenance o&m of the supplies made vide sor item number 1 including all hardware and software, including all scheduled day-to-day, scheduled minor and major repairs of spurt car including that of the 8-whe eler vehicle and srts as per the scope and technical specifications for high-speed ultrasonic testing of rails and welds as rail testing. work as per the detailed scope of work and technical specifications enclosed in this regard . spurt car, srts should be made available to ir for track testing as per tender specification including specifica tion-v - operation and maintenance section-i, part-iv. details regarding availability of spurt car are as defined in specification-v operation & maintenance section-i, part-iv schedule quantity of sor item 2a is estimated a s eighty-four 84 months of service delivery in compliance with the technical specifications and specification-v, f or each sor item number 1, including 24 months under warranty and 60 months post warranty. the period shall start from the date, when successful commissioning of sor item no.1 is completed including successful benchma rking of the each individual spurt car. payment as per the number of months the supply made under sor item no 1 the spurt car along with the set of srts is made available for work to railway in compliance with technic al specifications and specification-v operation and maintenance the services per track kms of track testing by the spurt car, the ultrasonic testing of track by sp urt car along with data management. data management includes its upload to and download from a centralize d cloud server. data analysis using ai-ml based software in spurt car and at ir data centre to be located in i ndia including analysis by trained human analyst. publication of recorded data and suspect lists. need based dat a verification and spot checking by srts. post this analysis sharing of suspected and confirmed defects lists both in rails and welds tested as rail as per railways defined format. the work includes manual ultrasonic testing of the track for spot verification of suspects reported from spurt car and the all-performance verification other than the first round of spurt car testing by srts as per the scope and technical specification enclosed. the servi ces are based on the track kms tested payment of 1 track km includes payment of 1 track km of ut testing of tr ack by spurt car, upload and download of data from centralized server, analysis by ai&ml based software syste m, analysis by trained human analysts, spot verification of suspects by srt, run on run analysis of the same tra ck km done, with sharing of test and analysis results to ir along with the performance verification by srtsother t han the first round as per the detailed scope of work, specification-v operation and maintenance and technical specifications enclosed. during the maintenance period, the contractor shall, at his own cost and expense, replace and install materials which get consumed or wear out beyond serviceable limits the consumables. and also re place any part or equipment of a spurt car, srt, which may be defective or worn out, by a substitute thereof th e spares, which may be necessary for the efficient operation and maintenance of the spurt car and srt . the contractor shall maintain a sufficient inventory of consumables and spares for timely repair and maintenance of t he spurt car and srts. this item also includes the required supply of spares for the operation & maintenance o &m of spurt car during the contract period. this includes spares required for successful commissioning includin g benchmarking as per enclosed technical specification of spurt car and spares required for the contract period including benchmarking for ultrasonic testing system, hardware, software & vehicle. this also includes spares for srt to be supplied along with each spurt car. a comprehensive list of spares comprising all the parts used in manufacturing of the spurt car, & srt and the cost of all spares along with their part numbers and rate of each spare part, hsn* code, applicable indian gst rates should be prepared by the successful bidder. the part number of spares, and their numbers used in manufacturing of the spurt car and srt should be provided so as to make the list a comprehensive one, and the total cost of such comprehensive list of spares should approximately be matching reasonably, with the total cost of sor item number 1. approximate annual consumption of consumable s and spares shall also be advised in accordance with good industry practices. such comprehensive list of spare s should be submitted post the signing of contract agreement but before the supply of the first spurt car. the comprehensive list of spares should be categorised further showing the •spares for vehicle •spares for ut syste m •spares for srt supply of eddy current testing system along with usfd system in spurt car as per specification in annexure-c of part iii, section vi technical specification warranty period: 24 months after the date of deliv ery this item being paid on per track km basis includes the following. high speed surface inspection of rails using eddy current testing system. capturing location and extent of rail surface defects such as wheel bur ns, squats, gcc, rcf cracks. this run shall always be done in conjunction with ultrasonic testing of rails and welds normal run of spurt for usfd testing. analysis and sharing of defect data in railways prescribed formats. such ect testing of the rail-network is expected at a frequency not more than twice a year and the supply of spares fo r operation & maintenance o&m of ect system of the spurt car. this includes spares required for successful c ommissioning including benchmarking as per enclosed technical specification of ect system of the spurt car an d spares required for the contract duration post the date of its commissioning including benchmarking for eddy c urrent testing system, hardware, software. during the maintenance period, the contractor shall, at its own cost and expense, replace and install materials which get consumed or wear out beyond serviceable limits the consu mables. and also replace any part or equipment ect, which may be defective or worn out, by a substitute there of the spares, which may be necessary for the efficient operation and maintenance of a ect . the contractor s hall maintain a sufficient inventory of consumables and spares for timely repair and maintenance of ect. spares f or only 2 sets of ect systems installed on first two spurt cars are required schedule quantity of sor item 4 is es timated as 400 track kilometers for each calendar month of operation for each sor item number 3, duly complyi ng with the technical specifications and specification-v, for twenty four 24 months under warranty and sixty @4 0<41@ months post warranty. the services shall be counted in track kilometres when respective ect system star ts its testing work, after successful commissioning including successful benchmarking of the respective spurt ca r. it shall always be ensured that ect system is used as per the actual need maximum two rounds of ect testing of a track section in a year along with normal vehicular usfd testing. spurt car should not be run for the exclusi ve run of ect testing. payment as per the actual track kms of eddy current testing work done by the ect system supplied as per sor item number 3 a comprehensive list of spares comprising all the parts used in manufactu ring of the ect system and the cost of all spares along with their part numbers and rate of each spare part, hsn* code, applicable indian gst rates should be prepared by the successful bidder. the part number of spares, and th eir numbers used in manufacturing of the ect system should be provided so as to make the list a comprehensive one, and the total cost of such comprehensive list of spares should approximately be matching reasonably, wit h the total cost of sor item number 3. approximate annual consumption of consumables and spares shall also b e advised in accordance with good industry practices. such comprehensive list of spares should be submitted p ost the signing of contract agreement but before the supply of the first ect system fitted on a spurt car. the c omprehensive list of spares should be categorised further showing the •spares for ect system it is envisaged that in order to prove the efficacy and effectiveness of the spurt cars in actual ir tr ack conditions, after successful benchmarking and commissioning, during the first round of usfd testing by spur t car in any track section, the same track section will necessarily be retested thoroughly by deploying srts for 1 00% performance verification as per the technical specification enclosed. however, the maximum length of such 100% performance verification of vehicular usfd testing, by contractor provided manual srts shall be kept limite d up to: athe total length of track kilometres tkms tested by a spurt car in its first round of testing first round of vehicular usfd testing by the given spurt car anywhere on ir or b6000 track km, whichever is less. this s or item 5 caters for the thorough usfd testing of running rails and welds excluding flange testing manually by srt provided through sor item no 1 above under traffic conditions as per provisions of irs manual & specifica tions for ultrasonic testing of rails and welds technical specification-1 & related instructions, duly marking def ects, submission of daily reports and storing backup data, as specified & directed. the rates are inclusive of contr actors men and, materials and srt are as supplied by the contractor vide sor item 1 above. note: rail change is routine activity and therefore, in case of rail change in a track section where first round of srt for 100% performa nce verification has already been conducted, 100% performance verification will not be re-conducted for new rail i n the same section. payment under this sor item 5 shall not be made for, any manual usfd testing done for i.sp ot verification by srt in connection with spurt car testing or ii.testing of ler locations by srt/in connection wit h spurt car testing or iii.performance verification by srt/s in other than first round of spurt car testing. or iv.t esting of tracks on bridges, tunnels and their approaches 100 meters on either side as specified vide para 8 c of technical specification. schedule quantity of sor item number 5 is estimated as 6000 track kilometres tkms fo r each sor item number 1 during the entire contract period. when this item is operated, then the scope of work o f sor item no. 2b will also be covered under this sor item no. 5. the work of intermediate overhauling of the spurt car without the ect system. the work includes all services and the supplies of spares required for the work of ioh of the spurt car. though the regular maintena nce of sor item 1 is part of contractors scope of work and sor items 2a & 2b cater to same, this sor item 6a c aters for the extra manpower, spares, and extra efforts during the ioh of the spurt car once during the contract . warranty period: 24 months after the date of delivery the work of intermediate overhauling of the spurt car fitted with the ect system. the work includ es all services and the supplies of spares required for the work of ioh of the spurt car. though the regular maint enance of sor item 1 is part of contractors scope of work and sor items 2a & 2b cater to same, this sor item 6 a caters for the extra manpower, spares and extra efforts during the ioh of the spurt car once during the contr act. warranty period: 24 months after the date of delivery
